Overview

Provide key program and administrative support related to the Ryan White HIV/AIDS Program (RWHAP) federal and state grants for services for People Living with HIV/AIDS (PLWH/A) for CUC. This position manages the full grant life cycle including pre-award, proposal development, and post-award administration. The Grant Manager oversees the administration, implementation, and monitoring of grants related to STI and HIV treatment and prevention efforts. This role involves coordinating with stakeholders, ensuring compliance with funding requirements, managing budgets, and optimizing resources to maximize the impact of HIV-related initiatives.

This position is a hybrid role, and we are actively seeking candidates who can commute to our office in Austin.

Responsibilities

Essential Functions:

  • Manages fiscal compliance by working closely with the finance team and program budget managers, including those in the Operations and Clinical Departments, regarding sexual health grant restrictions, expense tracking and spending, and documentation.
  • Adheres to grant timeline and calendar to ensure compliance and maximize funding opportunities. This includes communicating upcoming deadlines, responsibilities, and follow‐through to ultimately ensure all stakeholders meet deadlines and fulfill their responsibilities for specific grant applications and reports.
  • Coordinates quality improvement programs including planning, developing, implementing and on‐going maintenance as it pertains to HIV programming within CUC.
  • Reviews program policy and procedure manuals to ensure compliance with governing regulations and funder requirements, communicates to program staff any recommended updates or revisions and confirms that changes are made within a timely manner; assists with incorporating changes into program manuals as needed.
  • Performs routine and strategic internal monitoring of programs, finance, and Board including reviewing procedure manuals, client files, training certificates, financial transactions, and documents associated with the program and/or department to ensure compliance with the various contracts that provide funding or otherwise govern the program/department.
  • Identifies problem areas that affect CUC’s ability to meet compliance standards and guides the development of action plans that will improve program or organizational procedures. Works proactively with various departments to implement new procedures, and tools, and develops staff training plans as needed to communicate new compliance requirements.
  • Manages and coordinates reporting of performance data to funding sources and external partners; works with program managers and finance department to ensure the timely and accurate submission of required reports.
  • Reviews monthly expenses related to assigned contracts and performs monthly comparison of actual expenditures to budgeted contract expenditures.
  • Oversees HIV-related audits, including audit preparation, conducting virtual or in-person site visits, and formulating corrective action plans as needed.
  • Processes and prepares no‐cost extensions, carry‐over of funds, changes in key personnel, budget adjustments or amendments, and other project modifications.
  • Works with others on the Grants team to utilize appropriate software/database to maintain records on potential and current funders regarding meetings, communications, proposals, grants, and reports; to utilize appropriate scheduling programs (such as Microsoft Outlook) if not the database, for scheduling and tracking all LOIs, proposals, reports, etc.

Knowledge, Skills and Abilities:

  • Extensive knowledge of federal, state and local laws, regulations and requirements that govern grants administration and finances in social and health services industries.
  • Strong interpersonal skills and the ability to build highly productive working relationships across the organization.
  • Strong organization skills and attention to detail. 
  • Excellent analytical skills, including experience reviewing and identifying budgetary trends and variances and providing recommendations.
  • Proficiency in the use of a computer and commonly used software packages, including Microsoft Office Suite.
  • Excellent oral and written communication skills including ability to be persuasive; superior writing skills including editing for content, style, and grammar.
  • Demonstrated ability to perform assigned responsibilities with minimum supervision; to maintain quality control standards; to interpret, adapt and apply guidelines and procedures.
  • Skill in identifying problems and recommending solutions in a clear, concise, and proactive manner, including recognition and resolution of costly errors. Demonstrated ability to set priorities and organize work responsibilities to insure completion of assigned tasks as scheduled.
  • Skilled in project management, including effective time management, independent meeting coordination, productivity tracking and monitoring information and maintaining detailed documentation.

Qualifications

Minimum Education:

  • Bachelor's Degree in Public Health, Public Administration, Nonprofit Management, or a related field.

Minumum Experience:

  • 3 years of experience providing grants management to organizations. 
  • 2 years experience working with state and federal grants
